高层次人才申报认定办事指南

一、申报时间

常态化开展申报认定工作，符合条件的人才可随时申报。

二、申报人员范围

符合《江西省高层次人才认定和服务保障办法（试行）》（赣才字〔2024〕4号）人才目录条件的在景创新创业的培养类人才和全职引进来景工作的引进类人才。

引进类人才指来景创业或就业不超过一年，且人事关系、社保关系（社保挂靠除外）其中之一转入我市的高层次人才；在我市以法定代表人、实际控制人名义注册创办企业，且企业上年度纳税不低于100万元的高层次人才；或市内企事业单位在省外设立人才飞地全职引进不超过1年、成果在我市转化的高层次人才。培养类人才指在景全职工作一年以上的人才。同一人才具有不同身份，按照人才层次最高的标准申报认定；在职公务员、参照公务员法管理机关（单位）工作人员不列入认定范围；国有企业领导班子成员不以领导职务作为认定标准。

三、申报方式及流程

（一）个人申报

网页端：进入“人才江西（https://rc.jxzzb.gov.cn/）—人才认定模块。申报人员在线对照人才分类目录选择认定类别，填写信息，上传材料申报认定。 

手机端：进入“赣服通”-全省通办-人才服务模块。申报人员在线对照人才分类目录选择认定类别，填写信息，上传材料申报认定。

部分国家级重大人才计划入选者以及国防军工等领域人才采取线下方式申报认定，人才可登录人才江西网，在人才认定申报页面下载线下申报材料后，对照人才分类目录，选择认定类别，填写认定报表，根据人才认定流程提交纸质资料。

（二）资格审查

申报材料由用人单位初核，经县（市、区）人社局初审、市人社局审查后，提交市委人才办审定。暂无用人单位的或非公经济组织和社会组织的个人，按属地关系提交县（市、区）人社局初审。 

（三）审核

根据申报人员选择申报认定标准由对应省直归口管理部门负责审核工作。对人才计划、奖项等无对应归口部门或归口部门不明确的，以及按照“相当于上述层次人才”申报的人员，省人社厅汇总初核，并会同省委人才办，省科技厅等有关单位召开联席会议，组织同行专家评审认定。 

（四）核准及公示

省人社厅核准确定全省各类人才的认定结果，并报省委人才办备案。认定结果核准后，在申报认定系统上公示5个工作日。

（五）赋码

公示无异议后，系统自动赋予人才相应类别的“赣才码”（人才专属电子身份证，扫码即可获取江西省省级高层次人才认定证书），并将相关数据信息保存到高层次人才分类数据库。

四、服务保障

根据《江西省高层次人才认定和服务保障办法（试行）》（赣才字〔2024〕4号）精神，对认定为江西省级A类、B类、C类、D类、E类高层次人才的，可分类享受保障服务。

Guide for High-level Talents Recognition Application

I. Declaration time

II.Eligibility Scope

Training talents and full-time introduction talents who meet the conditions of the "Measures for the Recognition and Guarantee of High-level Talents and Service Guarantee in Jiangxi Province (Trial Implementation)" (Gan Cai Zi [2024] No. 4).

Introduced talents refer to high-level talents who have started a business or been employed for no more than one year, and one of them of their personnel relations and social security relationships (except social security dependents) has been transferred to our city; high-level talents who have registered and established enterprises in the name of legal representatives and actual controllers in our city, and whose enterprises have paid taxes of not less than 1 million yuan in the previous year; or Enterprises and institutions in the city set up talent enclaves outside the province to introduce high-level talents full-time for no more than 1 year, and the results are transformed in our city. Cultivated talents refer to those who have worked full-time in Jing for more than one year. If the same talent has different identities, it shall be declared and recognized according to the highest standard of the talent level; in-service civil servants and staff members of management organs (units) with reference to the Civil Service Law are not included in the scope of recognition; members of the leadership team of state-owned enterprises shall not take leadership positions as the recognition criteria.

III. Application Procedure

(I) Personal declaration

Online Platform:Talent Jiangxi Portal(https://rc.jxzzb.gov.cn/) - Talent Recognition Module. The declarant selects the identification category online according to the talent classification catalog, fills in the information, and uploads the materials to declare the identification.

Mobile terminal: Enter the "Ganfutong" - the whole province - talent service module. The declarant selects the identification category online according to the talent classification catalog, fills in the information, and uploads the materials to declare the identification.

Some national major talent plan selections and talents in the fields of national defense and military industry will be declared and identified offline. Only then can log in to the talent Jiangxi website. After downloading the offline declaration materials on the talent recognition declaration page, they can select the recognition category according to the talent classification catalog, fill in the recognition report, and submit the paper according to the talent recognition process. Quality information.

(II) Qualification examination

The declaration materials shall be pre-checked by the employing unit. After preliminary examination by the county (city, district) Human Resources and Social Security Bureau and the municipal human resources and social security bureau, they shall be submitted to the Municipal Party Committee Talent Office for verification. Individuals who do not have employers or non-public economic organizations and social organizations shall be submitted to the county (city, district) human resources and social security bureau for preliminary examination according to the locality.

(III) Audit

According to the declaration recognition criteria selected by the declarant, the direct return management department of the corresponding province shall be responsible for the audit. For those who have no corresponding return department or unclear return department for talent plans, awards, etc., and those who are declared according to "talents equivalent to the above level", the Provincial Department of Human Resources and Social Security shall summarize the preliminary review, and hold a joint meeting with the Talent Office of the Provincial Party Committee, the Provincial Department of Science and Technology and other relevant units to organize peer expert evaluation and identification.

(IV) Approval and public announcement

The Provincial Department of Human Resources and Social Security approves and determines the identification results of all kinds of talents in the province, and reports them to the Talent Office of the Provincial Party Committee for the record. After the recognition result is approved, it will be announced on the declaration and recognition system for 5 working days.

(V) Coding

After there is no objection to the announcement, the system will automatically assign the "Gan Talent Code" of the corresponding category of talents (exclusive electronic ID card for talents, you can get the Jiangxi Provincial High-level Talent Recognition Certificate by scanning the code), and save the relevant data information to the high-level talent classification database.

IV. Service guarantee

In accordance with the spirit of the Measures for the Recognition and Service Guarantee of High-level Talents in Jiangxi Province (Trial Implementation) (Gancaizi [2024] No. 4), those who are recognized as Jiangxi-level A-class, B-class, C-class, D-class and E-class high-level talents can be classified as guaranteed services.
